Nine gets one shotted and can't hurt them.
His 7-B AP isn't usable in battle. 7-B comes from the energy needed to create the storm, but he doesn't attack with that energy. His lightning bolts are 8-B at the absolute best, since that attack only badly hurt two High 8-C+ characters. Basically his 7-B rating is Environmental Destruction.
His durability, even with shields, only goes up to 7-C. So he gets killed in one shot.
