Question 1:Can Regeneration come back from Transmutation, and at what level can it if it does?
Question 2:Can Characters with Non Physical Regenerations recreate their bodies if Transmutated?

So no, since you use transmutation to transmute someone and not to hurt them so they can regenerate.

No, they are already transmuted, perhaps they can regenerate if what they were transmuted into is destroyed, but they cannot naturally regenerate from transmutation

as i said before, you don´t erase nothing, you just transmutes it
