Could Rans lightning be considered to be lightning? Could his lightning cloud creation be evidence of cloud-to-ground lightning? Sorry I didn't see this sway earlier. There's a new rule where the speed of electricity is based upon the user's tier (specifically, the amount of energy they can push out). If you have a scan of where Ran creates a lightning cloud I think it would be helpful if you posted it here.

The High 8-C one but I think I can get a calc that puts Regulars at Small Town level or maybe even Town level so lets not add that one yet.
