Ritsuka in general with his normal 6-C summons which somes have 1-C things should be more fitting of a place as one of the strongest 9-C, in the concrete case against Prota-kun I see it as inco because of the broken social influencing of Ritsuka or a win depending of how one judge the thing, it's late and don't know the others above so I'm only sating for now that at least the fifth place of 9-C should be to Ritsuka.

Characters only qualify for a tier if they are physically in that tier themself. Tiers through amps that increases both Ap and Dura also works, and the same applies to tiers via technology
