@Weekly Really? Can you elaborate? Again this is not a who would win, but who is the better fighter. Grappler Baki as a series is meticulously explained on how techniques are utilized in fight scenes. And these characters plays off with this knowledge showing very high ingenuity in battles that might not seem impressive in scale. To have something as skilled then the franchise needs to also show that much level of knowledge when it comes to actual combat.

Jax is considered one of the most if not THE most skilled fighter in the world and can wield basically anything he gets his hands on with the skill of a master wielding a weapon he's trained with his entire life. He canonically skill stomps all of these guys.

I should probably elaborate it more.

Mami was able to go toe and toe and beat Homura Akemi, who not only a seasoned fighter with at least tens of years of experience herself, but also has years of intel about Mami.

She was also be able to beat a A superior clone of herself in term of power through sheer skills, said clone has some helps from another clone of a puella magi.

She was also highly respected by Yachiyo Nanami, a veteran magical girl with seven years of experience of being magical girl who can understand just how skilled a person is in combat just by looking at them, and by Kazumi Subaru who is also a prodigy herself.

Mami also trained Kyoko Sakura, another skilled Magical Girl with a year of experience as magical girl who also was acknowledge as a valuable ally by Homura.

Were the top tiers just copy pasted fromage top 5 most powerful list? Anyways, for the 2A and high 2A tiers, "SMT protagonists" might be a good choice, since in pretty much every game they end up beating nigh-omniscient beings with several infinities of years worth of knowledge and combat experience that are roughly as powerful as them and usually have access to a bigger army.

Garnet (Steven Universe) might actually be able to take a 7-A spot, several thousand years of combat experience, was personally trained in combat by Rose herself, was able to take on 3 battalions (2400 soldiers) of Quartz soldiers (aka Gems whose sole reason for existing is to be exceedingly skilled in ground combat), and outmatched Jasper, the widely regarded 'ultimate quartz' who was able to take out an entire army on her own immediately after coming into existence
