Alibaba can replace kid Sinbad as 3rd sub-relativistic, because he views people as fast as he was when he was comparable to Sinbad’s feat as being in slow motion.
The Flash (Snyderverse) should probably have something like an unknown ranking in relativistic+. He’s ftl but has a rel+ rating for holding himself back to below the speed of light, but because of how tight the top of rel+ is it’s hard to say whether he’s controlling it precisely enough to be above them.
