Top 10 Strongest Non-Smurf Based on Skill

Essentially characters who have skill in any department, typically martial arts, science, energy manipulation or any other in their verse and its their main "ability". Only characters who don't have higher-dimensional abilities or stats than their dimensional level (I.E. a 10D character can't have 11D hax, for example). Even if said stuff is practically useless. This also includes protection from a higher dimensional being, range and resistances. Only physical stats are considered (I.E. if a character has a High 3-A technique but is only 9-A by itself, then the character will only count for 9-A and not for High 3-A). Multipliers that physically enhance a character to a different tier are allowed to be used for that character's placement in that tier (I.E. If you have a character that is normally 9-B, but through enhancements is capable of reaching 9-A, they would be allowed in both 9-B and 9-A respectively). Characters also must be physically in the tier they're being requested to place in. This means having Striking Strength on that level.

Uhm, interesting list concept ig.
You can put Mori Dan at number 1 for 4-C, 4-A, 3B, and maybe 2-C for now.

Also until a better alternative pops up, Garou should be good for the second spot in 4-A and first spot in 3-C

Fine. Character of https://vsbattles.fandom.com/wiki/Kung_Fu_Hustle for a spot in 9-B,9-A and 8-C. The absolute fodder was able to beat several people extremely casually, without any training, to the point that they were able to quickly addapt to the second best assasins of the world in a matter of minutes, including straight up super natural shit (literal sound manipulation shenanigans) later in the movie it is revealed that a "choosen" one can get to that level in an extremely short amount of time, Sing goes from getting his ass beaten by a nerd with glasses, to defeating the beast somewhat casually (the strongest and most skilled assasian in the world), which should be another chosen, and even when he literally trained all of his life, he was able to outskill him
 
https://vsbattles.fandom.com/wiki/Corvo_Attano for 9-A. He's stated to be the best swordsman, spy, and Martial artist in the world. Even fodder clockwork soldiers can solo dozens to even hundreds of soldiers, and defeat the best swordsman in a tournament (which Corvo himself did when he was only 16).

I think his intelligence section is gonna be enough of a case for now. He has some extremely impressive combat and stealth feats, and his status as the most skilled man in his verse should put him over people who can kill multiple people in broad daylight without making sound or being noticed. I'm willing to elaborate if needed, I think this characters skill feats are underrated and this is a perfect excuse to talk about them.

This rat's stealth is already infamous, so he's an easy slot-in for High 8-C and 8-B
 

His sheer mental calculations was able to simulated trillions of other people thoughts, feeling, and actions on at least town level scale in a single seconds.
