Kharn should be treated as an exception IMO. He has one ability that allows him to, at least, put himself in a position to beat or even stomp absurdly haxxed characters by functionally altering the terms of the battle (or if we're using TCG language, by simplifying the gamestate and floodgating the opponent to prevent them from using any of their likely many available recovery plays).

Anyway so yeah, he beats over BB, Lavos, probs Heydrich, etc...but probably just gets AP stomped by GT characters even with speed equal and that's hilarious
