If Tomura manage to touch the claw first he win and that the problem The Claw is not type of fighter who will talk or play with their opponent
I watch many LC playthroughs The Claw will usually start attack by Serum W fast which deal Mind Damage + Move extremely fast even in Library of Ruina The higher rank of the claw AKA Executioner start attack Roland by Serum W
So Incon I guess...? But I lean to the claw

If this is still fair despite the AP gap (Or has it always been like that) I'm voting Claw. Pixy's reasons are pretty good but the initial exposure to Claw's presence could **** him up.
Additionally regarding Ordeals and Damage Types
The Claw has a 0.4 (Resistance) compared to a regular 1.0 of a person, and 0.4 Black (Resistance) in comparison to the normal 1.5. That should be included in the profile but that's fine, that can be added later.
I'll also add in the note that passive mind haxx should be strong enough to get past the AFO situation. That's indeed high enough that usual mental attacks wouldn't work but from the Damage type link -
Well of Humanity (4D)=< Distortion/ZAYIN Mind Hax < Moses's WHITE Smoke < Moses's WHITE Smoke Forcefields < Compound Distortion Mind Hax < Abnormality Passive Mind Hax (TETH<HE<WAW<Max Clerk Resistances<ALEPH) (This is where Claw is)
So Shigaraki is going to die if he takes a hit or more. I think he can survive the initial "mental presence" thanks to the willpower argument you have, but there is a very strong tendency that Claw just tanks the initial attack of Shigaraki since it fits the criteria of Black Damage, but he's resistant to that. Maybe Red damage might be more suitable since it's all physical though..
