Definitely agree. He should be High 7-A at under 20%, High 7-A+ likely 6-C at 20%-80% and straight up 6-C at 100%. The way I see it at least. Seems like a pretty easy and straight-forward change to make.

If <20% means 19% obviously that's very close to 20% thus High 7-A, if it means like 5% then don't think it is.

It's such a wide range of what <20% means, don't remember, what exactly is the statement behind this, Toichiro says he isn't using 20% of his power, then uses 20% to fight Mob?

No he uses <20% to fight Mob when he's using about half of his strength, bear in mind 100% Mob can barely keep up with 80% Toichiro
