I've been tossing ideas around for awhile and figured I'd try this one out.
  • Speed is equalised
  • Both start 50 metres apart
  • Fight takes place in Gotham's streets
  • 9-A for both being used
  • SBA otherwise

But there isn't any 9-A key for the Courier.
Durability: Wall level physically (Even unarmored, can withstand numerous bullets and explosions, and hits from large monsters), armor ranges from Wall level to Small Building level (Can withstand far more attacks than normal, including hits that can instantly vaporize ordinary people and close range explosive detonations

Says it right there on the profile, he scales to this calc I think. For Bats I believe he's 0.4 tons and far higher with batmobile.
 
Batman has literally nothing to counter the absurd level of Social Influencing the Courier has, let alone the fact that their pipboy's VATS can lock onto things the Courier themselves can't even see like the invisible Nightkin and Nightstalkers.
 
Batman has prior knowledge, so he'd know not to fall for it. They're also starting 50 metres apart and under SBA he's starting in his batmobile. I don't think talking is going to be a factor at the start.

If anything knowing the Courier can be a socially reasonable individual more often than not would make Batman open a dialogue himself since it's not like he derives pleasure from beating the hell out of people, especially since Arkham Series Batman, despite all the memes about him, does his best to avoid physical altercation unless it's necessary.

Well if what was said above was correct then I could suggest two alternatives. I can take away prior knowledge or I can bloodlust Bats and/or Courier to ensure we have a match at least.
 
That makes a fight more likely to happen but not by much, at least going off the plot provided since Batman is still more likely to take the package via pure stealth rather than even engage the Courier and then just dip out since as far as he knows the Courier isn't even a criminal. At least I would have said that if the Courier's pipboy wasn't constantly marking living things on its compass, even if they're actively sneaking in invisibility, so once Batman gets within half the starting distance the Courier will know he's there no matter how hard he tries to hide it and then things will either devolve into an echange of words or blood. Frankly I'm willing to bet words since Bats still tries to negotiate with cooperative people, something the Courier is more than willing to be and probably just gets him to **** off or at least take the Courier with him to have the package investigated first so they can be on their way to continue their job.
 
Well the whole package thing was just fancy storytelling on my part I just wanna see how the fight goes lol
