Wouldn't Goji just go like Shin version and evolve into something that can defeat Tifa, or is that too long a timeframe? I mean, for reminder purposes, we're talking about a super Goji that basically fused with all the Godzilla incarnations in fiction and obtained all their powers, aka Composite.
I will say that Tifa's AP advantage is, funny enough, legit because of how powerscaling and game mechanics work. So I wouldn't be surprised if Tifa has enough power to one-shot Goji, but remember that he can literally revive on a cellular level. Does time stop still work on regenerating cells?
