I'm guessing you mean "Extensions" by 'permissions", but what do you mean by "access to 1-A+ remains impermissible"?

In any case, if it surpasses all extensions of 1-A the same way they encompass all extensions of Non 1-A, insofar as that no amount of stacking R>Fs can reach "it", then the "it" here is High 1-A.

But, taking a random guess for what you mean by the latter, if it's below 1-A+ or if 1-A+ remains above it, then the High 1-A rating is disqualified and it may be some layers above baseline 1-A.
