Bassically it's strong mahlo ie strongly inaccessible.

Though in laymens term it's being unreachable by any high1a extensions.

It's like this.

Imagine a infinite rung of infinite hierarchies being uncountably infinitely superior than the other.
(Strictly greater)

Note:Im referring to each layer of hierarchies and each hierarchies being strictly greater than the other.

This rungs are 1a+ yet still can be extended infinitely.

When it extends infinitely it is still 1a+

And again and again
And again it would still be 1a+

Then high1a bassically trasncends any extension of this to the point it is unreachable to them. (This includes the infinite and finite extensions literally any extension.)

And bassically to be tier 0 you need to transcend any possible layers or extension of high1a to the point your unreachable to them.
(so like a bigger extension of high1a or high1a on steroids but just imagine a new infinite rung but each of the rungs are now unreachable to the other this rungs are also unreachable to the old rung and bassically tier 0 transcends this to the point it is a unreachable thing to the layers and hierarchies etc, so like a high1a to high1a.)
