Tier for destroying/creating a black hole

What would be the Tier of a character who can create/destroy a black hole of average size? Let's assume the timeframe is 1 second.
 
I mean, 4-C most likely.

Though, whether this scales to the rwdt of their abilities really depends on the way it was showed.
 
Saying 'a black hole of average size' doesn't tell us anything concrete, but if you mean 'the most common size according to our universe', it'd be about 40 miles across. The feat of creating or destroying a black hole would mainly depend on its nature, destruction potency and range of influence.

What about their 'nature'?
You need to keep in mind that there's many cases where a character might have the ability or skill to create a black hole, but their version is nowhere as powerful as an actual one, even if the so-called 'black hole' works similar to a real one.

So, unless the black hole created/destroyed by the said character is clearly mentioned, shown, or implied to be as potent as the one in reality (in which case, you'd need to note its size, as even a black hole that is as small as one millimeter in size is enough to destroy the Earth thoroughly), you can only rate such a feat according to whatever information you have been given about the black hole in question.

In short, you can't just assign a tier to a character only based on the fact that they have created/destroyed something that is called 'black hole' in the series. You need to know how exactly it works (that is, whether it's 'truly' realistic or not) and how much destruction it can cause (the AP and Range).
