Tier 9-B Licenseless Rider?

Mumen Rider should be updated to Tier 9, since he's the top rank in C Class. We know how powerful the average human and the average C Class is from these scenes:

Nope he clearly is, It's been stated the he would progress into B Class but chose not after seeing Saitama strength and deciding to get stronger. Check the Wiki.

B class are supposed to be the ones who can solo wolf level threats. And yes I understand he can transfer to B class but it's not very hard to see that he can't solo a wolf level threat

Plus untrained Saitama took down a Tiger level threat on his own. Until Rider shows a similar feat scaling to Saitama seems wrong. Also like you mentioned, he hasn't shown the ability to take down a Wolf level thread on his own.

The police and special forces using APCs surrounded and killed the monster. It wasn't like a few random cops took it down.

Rider hasn't shown anywhere near the ability to fight a monster like that. The only stat of his that should be wall level is durability.
