So all his speeds are 10% thanks to passives while the succubus and her abilities gets to move 5.72 times faster. she can pick to Transmutation him into a bat before he can do anything, kill him with a ranged lighting bolt, kill him with a planetary absolute zero attack, use thought base teleportation and smack him ones.

I do not buy that he can open his book target the succubus and write out what he wants all while of his movements are 5.82 slower than his opponent.

Thats not how you equalize the speed. It just makes his writing speed same as succubus reactions it has nothing to do with his normal speed.

He doesn't have to target it has a multiversal range. Maxwell just has to write 4 letters that also don't get effected by the debuffs and equalizing because they are different

and that would still make it slower than the amped succubus. as she speeds all scale to the same rating. so again his writing is going to be 5.82 times slower that any of the succubus' actions.

so he would still need to open and write in his book by the time the succubus points in his direction and kill him with a range attack, teleporting and smacking him, casting Blank Out on him which applies the forget effect on him making him forget how to do anything but punch, kick, and swinging a weapon at someone, transmuting him him into a bat just freezing him and the planet at absolute zero. with one of these happening 5.82 times faster than his writing.

Normally this wouldn't matter, but her passive luck manipulation will affect his odds of picking something that is detrimental to her, since the luck specifically is designed to tip a fight in her favor.

most of the stuff will still work since its conceptual manipulation unless she resists it no it will still work. Maxwell IC will use the hax that will end the fight in an instant so no luck is not really a factor here.
