Yes, on second look it seems like somebody forgot to classify The Combine with this system.

It's gonna be hard, because we don't know if Epistle 3 is canon
Assuming it is, then they are Type II in energy (They had a Dyson Sphere), without it, they are at best Type I (They took almost every single worthy resource on Earth in 20 years, including water, thing that humanity hasn't accomplished in thousands of years. And they have conquered entire planets before according to the dialogue)

Could an argument for Type 3 or 4 for the Combine come from the fact that they have "countless number of holdings across the multiverse" and that they would have far more than the one Dyson Sphere all add up in total to be above Type 2.
If you named every single known species in the Half Life universe and each species star and planet was subjugated and drained then the total combined energy being sapped would be far above Type 2. I mean the exact saying is the combine have "An infinite number of universes"
specifically it says they control universes, not just solar systems, universes. That in of itself should be a Type 4 civilization right there.
EDIT: I misread the Types. Holding multiple Universes constitutes a Type 5 civilization
