Central Finite Curve.

Ricks built a wall around infinity. They made it so the infinite universes where Rick is the smartest is separate to Infinite universes where he is not.

This makes no sense, they should be Type VII since they can destroy Timelines on their own and created the Central Finite Curve.

"Civilization Type: Post-Industrial Civilization"

Again. They should be

Multiversal Civilization: A civilization of such power that their dominion extends beyond their home universe, instead spreading throughout multiple other universes throughout the multiverse. Potentially, they may rule over the entire multiverse.

Notes: They should be able to make the Omega Device just like Rick Prime which is able to erase a being from infinity

I agree with them being a Type VII civilization.

I disagree with the idea that they scale to the Omega Device, at least from what I remember (idk if I'm missing a statement from the episode).

Rick Prime was explicitly the only Rick in the Curve to develop portal technology without assistance, and Evil Morty never managed to get something similar after breaking into a number of Ricks' minds, so it's entirely possible that the Citadel Ricks couldn't develop an Omega Device.

From what I remember C-137 implied Prime was able to do it because of how much free time he has and C137 alreayd made a smaller version of the Omega Device (The note on his profile) and since C-137 is never stated to be smarter than other Ricks I thought it would work

Would Ricks generally scale to C137s 2-B? I dont think its ever stated C137 is more capable or smarter than them

C-137's thing was similar but different to the Omega Device, in the director's commentary they say Rick created a fluid that could synchronize all versions of himself across the Multiverse (which is the yellow flask he drinks from)

They definitely should not scale to the omega device, Prime is clearly a unique case amongst Ricks.
