I was thinking, there were a few things that came up that really didn't make sense in the traditional sense and people really are sticking to this, so I was thinking about it. This combines that the Void was empty and that Goku & Jiren did, in fact, shake infinity.
The theory goes like this: When we ever see the Stage floating in the world of Void, we never see a barrier holding it there or anything that remotely appears like a barrier. Why would this matter? Well, if the Void was empty and infinite, then there should be no air right? Let's go with our real-world physics for a second. in a vacuum like Space (Which might be infinite) all Gasses want to fill the empty space via defusion, they will go from a high concentration to low. Meaning that in space air defuses instantly like in blood cells.
So if we trade the Universe with Void, that would mean the Void has no oxygen, logically, right? So there would need to be a barrier to keep any oxygen or breathable air in, right? But there isn't. All the panning shots show nothing . And what is even more strange is that we know the barriers keep Air in from the Vegeta vs Magetta battle where they busted the barrier as well as Goku vs Hit. (8:10). So I propose this, though it is so far, only a theory that seems reasonable and explains both sides, what if while the Grand Priest was building the Stage for the Tournament of Power, filled the entire void with some form of breathable air? It would literally take him filling all of it since defusion would suck all the air out and suffocate everyone.
So what if the Grand Priest filled the World of Void?
Well, if he had, that would automatically explain Goku and Jiren shaking infinity, as there would be something there, Air. There'd be infinite air which would explain how they shook all of it and would explain how they are even existing in the Void.
A few things I want to bring up is:
"The world of Void doesn't have time, meaning no time has passed since they went in and out, so they wouldn't suffocate almost like Time had stopped."
My answer to that would be this; How would Hit's Time Skip technique work and how would the Grand Priest measurement of time using the centre of the -giant spinning top- Battle Ground.
"Grand Priest hasn't been stated to place any air in the Void let alone an infinite amount."
Firstly, without the air then Roshi, Krillin and all other Air needing beings would die, so there must be something there. And there's not been shown to be a barrier around, so there must be something. And since we've seen the Grand Priest can create Gravity, build an entire Battle Arena without even being there and also having above Universal Powers (At the least) he should be able to create Oxygen to fill (if the Universe is infinite) a Universe with air. Also, there are clouds of something there...?

Nope, sadly not, Shown here (1:10) That Zeno has their own Personal barrier. And in the T.V version, Grand Priest shields Zeno.
