This quite a stomp in Phoenix's favor. What's the sense of using a glass cannon 2-A against Phoenix. Dio's Times stop does not work ad Phoenix is not dying because of type 8.

If you want a match with Phoenix, put her up against someone who is not a glass cannon at the very least as for now, this match is a complete stomp

If you want this to be more fair, I would use Sonic the Hedgehog (Archie Pre-Genesis Wave). But it's up to you.
