I'm gonna say Carmen. Fujiko's main talent as a thief is her ability to manipulate others which is a powerful tool but I'd argue Carmen's access to Player is much more valuable in this kind of scenario. Like Fujiko might be able to convince a group of henchmen to help her but over all Player as a resource is much more valuable.
