If a character has a lot of weak hax but still possesses unimpressive physiques, that may still keep one away from this tier but he/she/it may still qualify for the weakest in his/her/its own tier.

Like a wild boar actually has more hax (no joke) than a tiger but that does not make a wild boar stronger than a tiger - a boar still gets hunted by a tiger as a daily meal.

What do you call for the scenario where one has fewer types of powers like weapon mastery, martial arts, elemental magic, soul manip, mind hax, time manip space manip concept manip etc (but does not mean one is weak) by the way? May change my title list a bit to reduce confusion. Thanks.

Anyway, this is kind of a weird list. Many of the tiers will have dozens upon dozens upon dozens of characters who all have zero hax so I'm not sure how you decide a "least haxxed character" among all of them.

Kami Tenchi for 0. I'm not saying he's the "weakest" but he's objectively atop the least complex hierarchy in the tier, and his powers are quite standard.

The One Above All has a little bit more to scale from than him, imo.
