Assuming this is Garou's 7-C key, Reigen simply just stands there unfazed while Garou tries to break through his incredibly dense psychic barrier. Reigen then proceeds to brutally roasts Garou into submission and forces the Hero Hunter to change his ways, winning in the process.

If this is Garou's 7-B key, then Reigen gets shitstomped.

Considering that the injured Garou at that time was having a hard time with Genos of all people, I believe 1000% Reigen might be able to verbally destroy him without getting severely damaged to the point of being out of commission. This probably won't be different from the fight between him and another dude who's troubled in a Garou sort of way.

I honestly don't know what Garou's form could be comparably good to 1000% Reigen. I wanted to make MP100 vs OPM matchup and that was honestly the best I've thought of.
