Scrooge McDuck in his 5-A/High 5-A form is likely the fastest. His speeds are comparable/equal to Super Goof's, which allowed him to transverse the entire universe in under a short time period, the Terrarian has no chance at that.

Seriously, even Dragon Ball characters get speedblitzed from that.

That should be combat speed as well, the guy reacts to a fair few true light-based attacks at point-blank range.

I'd be more inclined to question SCP-076's location on here, since A: his MFTL+ is only attack speed, and B: it's with a 2-A weapon. Feels a tad like cheating, lel.
