Rock Lee has a Slight AP Advantage (367 Megatons vs 326 Megatons) tho Indimatate will Change that, and Make them Equal. But Beside from that Hitmontop will be More willing to Kill or Knock-out then Lee and Hitmontop has Precognition.

Going to argue in favor of Lee.
Hitmontop’s fearhax shouldn’t really scare Lee, as Lee fought around Edo Zabuza even after revealing his physical Demon Aura, who has a notable fearhax aura that can affect opponents with his presence even without it physically manifesting, or just looking at them.
So, with that, Lee goes Gates and easily takes out Hitmontop.
