Yeah but gohan and cell were similar in power level so it doesnt make any sense that a kamehameha would desintrigate it

Like any power, a Z-Fighter has to dial their attack to be that range in order for it to work. Gotenks couldn't kill Buu until he intentionally made a kamehameha precise enough to atomize him. It's why a nerfed Gohan could destroy Cell's core but Goku couldn't, despite him hitting Cell with a surprise attack.

Also, apparently piccolo from late dragonball believes he can blast people to atoms. Which is some nifty extra evidence.

First of all, this is a huge boast from a villain. A boast that was proven to be wrong since Goku was alive. We wouldn't take this seriously.

Secondly, it doesn't matter. Again, enough AP can do that.
