Giganto has a plus in his small city rating, and as such, he should have an AP advantage here I believe.

So who are you voting for? At such a close match up I believe Fuhrer's regen would be a +, even if Giganto has the higher AP. Also, let's not forget Fuhrer's ability to grow stronger in a world like OPM would be OP in a verse like MHA. Most heroes are fodder for even base Giganto so his morale powerup does not seem impressive.
