Monica either instantly vaporises him, or Romeo haxes Monica, whichever one comes first. However, Monica might steal a win if Romeo's abilities operate on magic.

The statement that she was transcending the laws of physics was vague but might allow her to survive some of the space/time hax, although I doubt she can take reality warping of that scale and survive.

So, inconclusive, as with speed equalizes this is entirely based on who hits first.
