Adding on to this, you can ask add the effects of skills to regular attacks. So even if we assume IH uses a skill, Veldanava should be able to replicate that effect onto his regular attacks too:

Honestly, depends on which ones we are talking about... Some of the "dive powers", became the Viture series, so they are at least on that league.

Some stuff, though are one hundred 100% above even that, such as "Initillize Heaven", if we talk that it's far above all skills. (If you mean does kinda Godly Techniques, they should not downscale to anything.)

Techniques aren't really classified as "unique, ultimate" etc.
It just depends on how much power is behind them.

I would say Divine (the ones used by Veldanava) are on the lvl of at least God-grade Ultimates. They aren't classified within the same category as skills tho, so again their output is more. But based on the context I'm inclined to believe Veldanava's IH is just sheer power and not a skill

With enough skill/knowledge a basic slicing art could do damage on the level of an ultimate. It just depends on the character
