PoY was meant to have a few abilities added, but I don't think they're too relevant here. What is relevant is PoY's AP, which is over 6.9x stronger than Super Monkey's plasma blasts. PoY probably just wins via sheer range spam.

if tech gets close PoY can do nothing

im not very familiar with PoY but if she start by getting close existance erasure wins

its range though not mattering much would still be higher then hers

plus i doubt that her passive panic would do much against a cyborg

i have some questions such as

is PoY used to bullet hells for what i know of the game its more a parkour than anything

if no then tech wins via blasting her

PoY does she start mellee then tech wins just because it has existance erasure PoY cannot survive that

its a high diffuculty matchup as techs only strat is if it moves it fucken dies

PoY has a very big stamina diff too tech can run away long enough for her to be tired then tech goes in and ends her
