Naruto's level of power with Tailed Beast Transformations don't seem to be well defined, so I'm gonna try and change that.
0-3 Tails: I have nothing to change about these
4 Tails: 7-A (Stomped Orochimaru. In a flashback from Part II to Part I he nearly killed Jiraiya, something only Tsunade and Pain have achieved)
5-7 Tails: Same as 0-3 Tails
8 Tails: 6-C (Burst out of Chibaku Tensei upon transforming)
9 Tails: At least High 6-C, up to Low 6-B (Literally transforms into Kurama. I'm pretty sure this kills Naruto, but I'm not 100% certain since Gaara survived turning into Shukaku)
Not sure if this warrants another key.
Also, although it wasn't mentioned until Shippuden, 4 Tailed Naruto's feat of nearly killing Jiraiya happened during Part I, so it should scale to Part I Naruto.
