Ever since the MCU Speed Downgrade (which removed cross-scaling PLEASE DO NOT ARGUE ABOUT THAT HERE, THIS AIN'T THE THREAD FOR THAT), TASM has retained MHS+ while going back to 9-B. However, since the cross-scaling has officially been removed, we can apply an upgrade to the verse based on its own feats
Let's get into it
Remember that time KLOL calculated 82 values for Electro? That's gonna come in handy here, mostly regarding the finale of TASM2, where Electro fights Spider-Man. In this fight, Max is trying to outright kill Peter, and the two trade blows consistently. As a side note, none of this is based on Spider-Man being hit by IRL lightning yadda yadda yadda. This is purely based on Spider-Man harming Max, Electro's values, Electro attacking Spidey, that stuff:
- Spider-Man harms Electro with a swing kick
- Spider-Man takes a point-blank electrical attack before knocking Electro away
- Spider-Man takes a physical & electrical beating from Electro (this scene is also important since alongside Electro physically fighting with Spider-Man, it also backs up that his physical and electrical power should be considered equal. He's not some weird glass cannon)
- Spider-Man endures an extended electrical attack from Electro in order for his plan to pull through
It's also worth noting that in the finale, Electro seems to be operating at his peak/has control over his powers. This is already shown visually in the film. During the Times Square fight, he's pretty confused and messy with his powers. But just to be safe, I'll link some evidence that he's stronger/in control in the finale compared to earlier in the film:
- Electro's speech (happens during the tail end of the scene that KLOL's 80+ calcs are based on) to Kafka pretty much has him outright say he wants to figure out how powerful he really is, foreshadowing what he'll go on to do later in the film
- When Electro was restrained (AKA the scene that KLOL's 80+ calcs are based on), Marc Webb states that Max eventually learns how to make himself stronger while being tested on by Kafka
It's safe to assume he isn't using his lower values against Peter during the final battle. Of course, we can't scale Peter to the ABSOLUTE peak that Electro has when he tries to hit overload mode. The highest value that KLOL's blog gives us that doesn't border on overloading is 13.607445889101 Tons of TNT or City Block level
IMPORTANT EDIT/UPDATE
Actually, you know what uhhh sorry for the switch up by I was talking with @Baken384 and he pointed out how Electro's meter thingy keeps going up and down during the fight, and yeah that's very true. So for the sake of being thorough, @M3X_2.0 was kind enough to calculate the mean of the FIRST 80 CALCS (the last two values don't apply as they're overloads), which gave us 3.255 Tons of TNT or High 8-C
This would scale back to Spider-Man (for taking a bunch of serious attacks from Electro in the finale and harming him in return), Lizard, and Green Goblin (Rhino scales to his own feats because we never learned how he did against Peter). Keep in mind, Electro is the only one with a "Varies" rating since we literally see his values changing in the film. That's a genuinely canon feature about him (unlike the other characters)
Of course, we gotta address the potential elephant in the room: "Wasn't Spider-Man's suit rubberized?"
- It was, but if you've watched the battle, you can see that doesn't do all that much in the long run as it even burns through his suit (twice, as shown from the smoke surrounding his body after he purposefully takes a ton of electricity). It's providing him protection from electrical damage, but it's not like, granting him full on Tier 8 protection, that's all Spider-Man
- Peter was more concerned about his Web-Shooters getting fried more than anything else. This is why he magnetizes them right before the final battle
