For one, Raiden was weaker than RAY in MGS4 meanwhile in MGRR he was able to defeat an upgraded version of RAY in a 1v1 twice. Also, his MGS4 Body looks like this.

You mean the difference between the white and black raiden vs all black raiden when he got his cybernetic enhancements?

Yeah, Blade Mode which he didn't have in Metal Gear Solid 4. Hell, you can get the MGS4 Body in MGRR and the description of it outright states that it's actual trash compared to any modern Cyborg and that it barely has any combat efficiency.
 
Blade mode was not fully implemented in that body it doesn't slow down the perception of time at all its basically just slashing while standing still
