Taesoo small building+ scale

He doesn't move the bell at all. He just causes it to vibrate, so kinetic energy can't be used. You also assume that the bell itself (if it did move) would have the same velocity as taesoo's punch of 69,444 m/s.
 
There's a method used for making something vibrate.

The formula for vibrations is "ω = Cyclic oscillation frequency = x * 3.14 * 30 Hz" where x is the amplitude of the oscillation and 30 Hz is the average vibration of an earthquake. For x I will be using 1 centimeters (0.01 meters) as we can visibly see the bell shaking from a distance.

v = Aω = 0.01*30*2*3.14 = 1.884 m/s

KE = 0.5*(369292.11*1.884^2) = 655393.04 Joules, Wall level

This is assuming the mass you got was correct.
