4-B versions? Maxima is basically Jean Grey, Nightcrawler (but better), Magneto, Wonderman, and MMH all into one. Maxima but not easily. Jean's TP is useless. Maxima resisted cosmic level TP from Brainiac. Maxima TK can reach galactic levels to match hers. Using her Tk she is able to make optic blast like Superman. It powerful enough to stagger Superman, Powergirl and more. Not to mention she not even at full power has enough energy to send Captain Atom into the quantam fields, where he is universal +. Maxima was also able to defeat him using metal manipulation alone. Jean best bet is reality manipulation or time manipulation. Which she doesn't do right off the bat because she would have did it to the X-men.

Recently someone with a portion of the power of the Phoenix curbstomped Dormammu.... But that's just me. Anyways... Thor is pretty high-end on the 4-B scale. In fact, there is debate to move him to 4-A with God Blast... If that isn't restricted once it is applied.
