Is a tier 0 character with type 2 transduality also higher than a 1-A or high 1-A character with Type 3 Transduality?

Or a nigh-omnipresent/immeasurable tier 0 character against an omnipresent high 1-A.

Omnipresence isn't speed, a subsonic character can blitz an omnipresent character if it doesn't have reactions on that level.

What about nonexistent physiology? I've seen some threads where one side argued that NEP 2 could be immune to 1-A~0 beings that don't have abilities or feats to interact with nonexistence...
