Are you trying to scalle DBH? If we go by the trailers, both base frost and fusion zamasu are equal to SSB Goku, majin jenemba is on par with super vegito and random kai OC > SS4 Gogita

Strongest Goku are two Gokus from Dragonball Heroes: Xeno Goku and an alternate Goku who has SSJB. If that turns out to have Mastered UI, he will no doubt be the strongest
Of the strongest characters in DBH shown, Young Mechikabura is likely the strongest, calling a Chronoa will all the power of Time Unleashed and SSJ4 Gogeta 'babies' and being only sealed by Chronoa's sacrifice, but another unknown character, the 'Time King', has been mentioned, we have yet to find out who he is and if he can stack up to Zen'O

She is comparable although probably <<<<< SSJ4 Gogeta and Mechikabura until we see them fight more.

I'm certain her transformation makes her at a comparable level to SSJ4 Gogeta, if not above, but wekaer than Mechikabura, but not by a big margin since she was able to hold him off, and her hax affected him for a supposedly long period of time.
