If we are strictly speaking of the strongest 1-A character sans The Presence and anyone with his powers ((i.e Elaine)) I'd say The Great Evil Beast due to him being portrayed as the balance of evil when compared to the Presence's good.

The term omniverse is not quantifiable and arguable anymore on any site . Great Evil Beast was orginally the personification of void /true Darkness in DC from which the light /creation is emerged and created after morrison retconned it by introducing the white void where even the concept of darkness ceases to exist .
The god originally birthed the darkness and light from the primal monitor according to DR FATE #1988 and books of magic storylines .
According to most of the people in this forum , Michael is the strongest beside Elaine / The Presence and some of his aspects .
