Honestly though, despite Fighting Evolution being among bad fighters (MvC2 & CvS2 also reused assets, yet rosters and other stuff made them great), she still has her fans and would've shown up in that cancelled 3D title. (poor Kyo)

The Max version, yes. People just took her clearly non-canon ending way out of context. Capcom had made previously hated characters like Ed and Luke better in SF6, so I guess they'll probably give Ingrid a redemption arc as well.

Would this fall under that ability? I thought it was something like having a cup of tea in your hand out of nowhere kind of power
Sounds kinda useless in a fight, nobody will let you meditate, but its an ability nonetheless he has i guess
Thing is Dhalsim had a draw with ToP Necalli and later Ryu beat him in base and one shot him with mu no ken, all while Oro in SF3 doesnt consider Ryu at that time stronger then him but sees his potential
Only being impressed by Akuma, plus even that line calls in question if he can even succeed that, plus ToP gets killed or so we thought then by Akuma, along the fact even mu no ken Ryu being pathetic and not an equal in Akuma eyes, a Ryu who tells you he goes all out nonetheless, scaling Dhalsim to an Akuma level character even as possibly seems unsupported with the scaling in question

You can ask around to double check in any case
Thing is the scaling doesnt favor him for a possibly, cuz that would also affect characters like Necalli and Ryu and they were shown not to scale even as a possibly to god tiers in the series, with only SF6 Ryu getting a hint towards that

Well, maybe he was holding back against Necalli, as he often does.

Why would he hold back to Necalli? He beat Ryu and made him guve to the power for a moment, let alone went to attack them, the dark hado Ryu didnt even made Dhalsim flinch, the fight with Necalli even ended in a draw, from SF4 and SF5 Gouken easily stops Dark Hado Ryu, meanwhile with Akuma he has more of a fight
Dhalsim cant be on that level, cuz again that affects Necalli for having a tie and no reason to hold back on him and we saw how Akuma handles him, Ryu even after surpassing Necalli and Dhalsim in power near the end of the game, yet still comes short to Akuma also further denies that scaling
