If they're blood lusted, I vote Steven Universe since his better physical stats + actual combat training would make him able to block, avoid, or destroy most of Cartman's weapons and over power him in up close physical combat.
Cartman's only real advantages are his versatility and his higher intelligence, but if Steven is blood lusted then he's harder to manipulate.
But if they're not blood lusted, I say Cartman can come up on top if he's able to out smart Steven by pretending he'll be good/change and then attacking him with one of his weapons (Like the Dark Matter Gun from "Tenorman's Revenge" which wouldn't kill Steven, but send him away to an alternate universe) when his back is turned.
