Hard to say, though unless Rad has some immortality negation he cannot put Kairos down. Kairos knows of things that a Tzeentchian Avatar is not aware of, so his Precognition should work at the very least.

Well, Rad definitely knows means of negating immortality, including severing Type 8 (the type I assume you're thinking of). With Rad's intelligence, they're both precognitive. I feel like Kairos has the AP advantage by right of flooring a bunch of other High 1-Bs whereas Rad is just comparable to a large amount of High 1-Bs, but then again Rad's aura passively weakens enemies so the point may well be moot.

Ability wise... I honestly don't know. They should theoretically both be able to kill each other, or at the very least incapacitate each other. I'm not sure which of the two would have the faster ability, because while I know Rad has some thought-based powers (or similar in mechanics), I don't know what Kairos has. If one of them were slower, the other would likely win by that small advantage. I don't think it would be over instantly, given that they both can almost surely survive each others abilities, but the faster of the two would edge the other out, I think.
 
Well to respond, Immortals have a hard time killing other Immortals. For example Thanatos, despite being infinitely stronger than anotherImmortal, was incapable of perma-killing himdue to how strong their regen is (in Mystara they have their own plane which they respawn in when killed that only they have access to). So he opted for sealing instead. So Rad's regen negation can't out negate his universe's regen. Dunno if that's a testament to its power or Rad's lack of it though.

As another point, I would note that the High 1-Bs Rad scales to views their High 1-B feat as a whim sort of thing. In their backstory they refer to the multiverse as an experiment and there was no indication that it took an extreme amount of effort for them to make it. So he would be a more casual High 1-B. Though I don't know how this compares to Kairos.

But I do agree that it comes done to a speed off. Rad's automatic thought based spells and abilites give him a solid advantage if Kairos doesn't have a similar thing.

In any case Kairos does have thought-based hax and his High 1-B is through destroying other Lords of Change and turning them into a staff, tanking the Well of Eternity and being a winner in a Great Game tournament. Which puts him solidly into the tier.

I feel this is as inconclusive as it gets. Both Precog and throw something at each-other. Or maybe the "automatic" thought-based hax is a little faster?
 
In-character I think Rad would go for sealing rather than immortality negation. It's easier for him to do and there's more in-universe examples of being it being a more consistent option than attempting to negate immortality.

He can try and remake the vampire sheath for example, and trap Kairos in an infinity loop where everything he does gets reversed into zero.

I'm nlt familiar with high tier 40k people. But why are those actions consideres solid High 1-B reasonings?
 
Yeah they are solid for the key, it's "likely" because the tier that high up in the Warp can vary, we could have it 1-B, High 1-B or potentially 1-A but I guess they stuck with High 1-B.
 
If Rad's aura plus resistances pull through (for reference, Rad has fairly standard D&D resistances which covers most abilities), could he just outdo Kairos? Assuming he can resist then he has a chance, though it still means a prolonged fight as they throw spells at each other until one affects the other fully.
 
More info on Kairos, Kairos does have a weakness that could be exploited. He sees everything in the past and everything in the the future. Every possible fate, timeline, existence etc. However he cannot see the present which can be used in battle against him. Also Kairos doesn't like to confront his opponents in mortal combat and more so manipulates things behind the scenes he also has "Scintillating Legions" at his disposal.
