Starlight will always try to blast someone if they’re trying to fight her, so she’d try it right off the bat.

Not sure If that's a good wincon, because Videl can just close her eyes.

Here she barely if at all charged it and here she did it on the spot.
Here what she was charging what the heat, as she doesn't always produce this amount of heat with her attacks, unless it is a very focused blast, as here she cauterized Hughie's wound without charge up.

Why would videl close her eyes at an incoming attack?
And consideidng she’s from a world where people can shoot lasers too, wouldn’t she know that she should stay on guard..and NOT close her eyes?
