Leia takes a blaster bolt to the arm, while obviously damaged... she is clearly able to use her arm functional shortly afterward.

The shot fired is likely from a An E11 blaster rifle, a very common blaster used by stormtroopers.

these blasters have an Ap of 9-A as noted on countless of our own profiles

so Leia both canon and legends should have small building level durability.

This would scale to most Peak human characters in SW

this would also scale to Han solo and be a supporting feat for his wookie durability feat.

I want to say this is strictly for Durability but this also raises the question

these characters have damaged other characters physically in countless books and other material outside of the films.

could this mean that general peak human characters in Star Wars are 9-A or strictly durability ?

I'm not too sure about this. There are a lot of instances where characters who are unlikely to be 9-A physically end up taking a blaster bolt and walking away.

There could be two possible ways to explain Leia surviving this without upgrading her to 9-A physically:

1. She wore a composite plastoid vest underneath her fatigues. The vest ended up absorbing most of the energy of the bolt.

2. The E11 wasn't on the highest power setting. Many a time, directed energy weapons in Star Wars aren't on the highest setting. This sacrifices yield per shot in favour of accuracy, rate of fire, reduced risk of catastrophic weapon overheating, reduced risk of unnecessary collateral damage.

The best example of this is when Rex is fighting some Zygerrian Royal Guard soldiers with a Zygerrian blaster carbine; he uses what looks like a lower power setting initially, but as he begins to flee he dials up the power to max and unleashes a shot which causes a small explosion.
