Armstrong, this would basically Raiden vs Armstrong, except Spiderman wouldn't have Blade Wolf to deliver him Jetstream Sam's blade.

Even with a blade that weaken molecular bonds, Raiden (who has basically the same AP as Spiderman) couldn't put a scratch on Armstrong, Spiderman isn't piercing the Senator's skin let alone doing any significant damage. And even if he miraculously could Armstrong would still regenerate.

The Senator makes the mother of all omelettes with Spiderman's head.

^ That basically goes without saying since Spider-Man is very low end Low 7-C while Armstrong is casual 7-C.

I'm not sure.

I was wrong in it being casual 7-C though. Armstrong comes from being 6-8 times stronger than Low 7-C Raiden, so Spidey is basically gonna have a slightly better chance than Raiden did without Jetstream Sam's blade. Plus a few other things, but I doubt it's enough for him to do anything to Armstrong. One bad hit would cripple Spider-Man.
