Ok so Hobie has a clear advantage in terms of LS, so the moment he grabs Lúcio it's over for him. However, Lúcio can "boop" him away with his sonic burst and he can boost his speed and heal himself with his music.
But Hobie seems to have better mobility and can definitely catch up to Lucio at a quicker pace and dodge his attacks more easily (this alongside Spider Sense), and then take him out with his guitar or webs
Right now, I'm voting for Hobie

Before you ask why, Lucio has done more shit to Doomfist of all characters then literally anything else sans Winston in Primal Rage.

Yeah, thats right, Lucio knocked Doomfist over with his gun and ate a full throttle uppercut and was literally fine with Sound Barrier. And Sound Barrier is hardly much limited in timeframe...

but none of this crazy shit is on the profile.
