Is fear itself quad damage? Are you going to use any other mods?
 
Does it matter what mods I use? I remember Spidey being able to swap them around super quickly.

If I remember correctly, yes.
 
There's a max of 3 at a time, and they swapped through the same menu as suit powers did. I just used the 3 that I played the game with if you're looking for suggestions.

Discharge Power Cells: Damage boost after dodging
Threat Sensors: Time slow (really huge perception/speed amp) after dodging

Stombolt Discharger: Air attacks build up a charge which then is released on enemies that get too close
 
Yeah, it's been a while sense I played, so I kinda forgot how they worked.

I'll go with those for now.

This is Goku after the 21st Budokai, so he scales above Master Roshi power-wise and around Roshi-level skillwise. Goku should have a strong grasp over the Kamehameha, as well as access to the Power Pole.
 
I'm leaning towards Spidey for his absurd Agility and Precog, but if Goku is stronger than him than a single Ki Blast Atomizes him.
 
Goku's feat puts him at 3.72 tons while this Peter scales to the Superior Spider-Man who scales to 616 Spider-Man, making him 4.45 tons. So Spidey has the minor ap advantage. I'll probably give it to Peter. He's used to dodging straight beams such as when fighting Shocker and his precognition will give him a better edge at dodging. He can temporarily stun Goku, or can just completely trap him with his webs as he has the advantage in terms of lifiting strength. He can also have little spider drones to shoot Goku while also fighting Spider-Man.
