Well, going off of a general idea of what both are capable of; Spidey leads with Superior Skill and Spidey-Sense Precog.

The only thing going for General Blue is his looking into the eyes causing Paralysis.

Restraining Spidey is a no go, as Spidey leads, GREATLY, in Lifting Strength.

This is by the first Sinister Six encounter, so Spider-Man has barely any skill and his Spider-Sense isn't as reliable

I should probably reiterate why I think this is a stomp.

Spider Man has: AP, Lifting Strength, Range and Mobility

General Blue has: Skill Stomp

SpiderMan can just outrange General Blue with Webs and General Blue can't break out due to inferior Lifting Strength.
