It should scale to almost everyone really then. If Ruby reacted to an attack from Mercury she gets scaling. And if Ruby gets scaling, Blake and Weiss should get scaling, and so on.

No she didn't. It was Mercury and Emerald. The Ruby Rose calc was a DC calc not speed.

Mercury easily intercepted Ruby while she was using her semblence in the most recent episode so he cearly was going easy against Yang and Pyrrha.
