Gamma's statement is valid BECAUSE Cid dodges lightnings AND Cid dodges lighting is MHS+ because of Gamma's statement. You would have to prove that either one of them is valid alone.

Also, just saying, but MHS+ is hardly consistent for the verse right now, so while MIGHT be fine to have Cid at that level, because he just stomps the verse, Gamma is a big no, especially with that statement alone. Most of the feats come from Cid's strongest technique, the verse lacks any form of speed feats (again, aside from Cid), and Akane's feat will get removed due to our new canonicity standards. So scaling characters MHS+ because they are called "as fast as lightning" is a big no.
